On Tuesday at the NFL Annual League Meeting, the Competition Committee presented the full slate of 2025 proposals, which were then put to a vote by the league's 32 team owners. Changes to playing rules, bylaws, and resolutions are submitted by clubs and the NFL Competition Committee, and all proposals must be approved by 75 percent (24) of team owners to be adopted.
